NOTIFICATION TO SINGTEL OF COMMENCEMENT AND PERFORMANCE OF EARTHWORKS

1.                  Introduction

 

With effect from 1 July 2000, in conjunction with the licensing of telecommunication cable detection workers by the Info-communications Development Authority Of Singapore (IDA) and in compliance with section 29(1) of the Telecommunications Act 1999 (the Act), the administration procedures for the notification of earthworks by the contractors/principals to SingTel are as contained herein.

 

2.                  Definition

 

2.1               Telecommunication Cables

 

Telecommunication cables include copper cables of 5 pairs and above up to 4800 pairs count and optical fibre cables of 6 fibres to 96 fibres count and above.

 

 

3.                  Administration Procedure

 

3.1               The principals/contractors are required to purchase the latest plant information from SingTel at the under mentioned address for the area of intended earthworks.

3.2               If the plant route contains 4-way pipes and above, the principals/contractors have to notify SingTel in compliance with Section 29 (1) of the Act not less than 7 days before the commencement of intended earthworks.  Payment cheque and necessary documents for processing shall be submitted together with the notice.

 

3.3               Upon receipt of the notification, SingTel will respond within 7 days, from the date of receipt, with an acknowledgement of the notification or a requirement for a site visit with the principals/contractors for further discussions and consultation.

 

3.4               The principals/contractors must engage a licensed telecommunication cable detection worker (TCDW) to locate and expose the SingTel’s plant routes by digging trial holes and by detection equipment before commencement of any earthworks in the vicinity of telecommunication cables.

 

3.5               The TCDW must submit the detected and located plant route information to the principals/contractors and keep a set of records for future reference.

 

 

3.6               With SingTel’s acknowledgement that such earthworks are permitted and upon locating SingTel’s plant route, the principals/contractors could proceed with the earthworks on the scheduled commencement dates.

 

3.7               Each notification will expire within a month from the date of notification acknowledgement if the intended earthworks are not carried out.  Upon expiry, a fresh notification is required from the principals/contractors again to notify SingTel on the new scheduled commencement date.

 

4.                  Submissions And Conditions

 

4.1               The notice shall be submitted on a standard form (Annex 1) as prescribed by SingTel.

 

4.2               The notice shall be submitted by hand, registered post, LUM services or other courier services to :

4.3               A processing charge of  $20.80 per notice will be levied.  An additional charge of $62.40 or $124.80 (half or full day) for consultation work including site check and confirmation will be levied if required.

 

4.4               Payment cheque as well as all documents necessary for SingTel’s processing of the notice must accompany the notices e.g. proposed site plan with proposed trial holes and earthworks position relative to SingTel’s plant route, work schedule and cable detection drawing by licensed TCDW (if applicable).

 

4.5               Conditions and safety measures, if necessary, will be conveyed  in SingTel’s response.

 

4.6               SingTel reserves the right to include additional conditions and/or modify existing  conditions during the duration of earthworks if damage to cable may occur or is likely to occur.

 

5.                  Method Of Payment

 

5.1               Payment is to be made by cheque to Singapore Telecommunications Ltd.
