ELIGIBILITY
All BCA Registered Contractors:
Applicants must comply with the following minimum requirements to participate in this tender exercise: -
1. BCA Registry of Construction under License Builder (General Builder (GB1)) Class 1
2. BCA Registry of Construction under Workhead - CW01 General Building (Grade A1)
Do note that applicants shall submit your proposed domestic sub-contractors whom shall be registered
with the BCA Registry of Construction under Workheads, where applicable: -
- CR08 Piling works (Grade L6)
- SB(PT) Specialist Builder (In-situ Post-Tensioning Work)
- CR10 Pre-cast Concrete Work (Grade L5 and above)
- CR12 Ground Support & Stabilisation Works (Grade L5 and above)
- SB(SS) Specialist Builder (Structural Steelwork) (Grade S2 and above)
- ME01 Air-Conditioning, Refrigeration & Ventilation Works (Grade L6)
- ME02 Building Automation, Industrial & Process Control System (Grade L6)
- ME04 Communication & Security Systems (Grade L6)
- ME05 Electrical Engineering (Grade L6)
- ME06 Fire Prevention & Protection Systems (Grade L6)
- ME08 Internal Wiring for Telecommunications (Grade L4 and above)
- ME09 Lift & Escalator Installation (Grade L6)
- ME10 Line Plant Cabling/ Wiring for Telecommunications (Grade L4 and above)

Your proposed domestic M&E sub-contractors shall have at least minimum one (1) or more Data
Centre Projects (Multi Storey more than 3 storey) in Singapore with minimum IT Load of 20MW and
multi-storey Data Halls and green field projects. The Employer reserves the right to reject your proposed
domestic M&E sub-contractors who do not meet these criteria.
All Government Supplier Registration (GSR) Registered Contractors (formerly known as EPPU Registration):

4. Capability to BIM manual in line with BS EN ISO 19650-1:2018 and BS EN ISO 19650-2:2018 standards
or compatible software
5. ISO certification (i.e. 9001, 14001, 45001, etc)
6. Audited Financial statement shall reflect healthy annual turnover and profits made within the past
three (3) financial years
7. Track records/experiences of Main Contractor/ Domestic Sub-Contractors working on data centre
facilities (minimum one (1) or more Data Centre Projects (Multi Storey more than 3 storey) in Singapore
with minimum IT Load of 20MW and multi-storey Data Halls and green field projects
8. Have a team (full time):-
- Project Director (with minimum experience of ten (10) years, handled more than $500 Million
project)*
- Project Manager (with minimum experience of ten (10) years, handled more than $200Million
project, equipped with Construction Safety Course for Project Manager (CSCPM))*
- Senior Quantity Surveyor (with minimum experience of ten (10) years, handled more than $50
Million project)
- C&S Manager (with minimum experience of ten 10 years, handled more than $100Million project)
- Electrical Manager (with minimum experience of ten (10) years with green and sustainability
experience 5 years, handled more than $100 Million project)*
- Mechanical Manager (with minimum experience of ten (10) years) with green and sustainability
experience 5 years, handled more than $100 Million project)*
- Construction Manager (with minimum experience of thirteen (13) years, co-ordinating
NSC/Consultant* handled more than $100Million project)*
- BIM Manager (with minimum experience of eight (8) years)*
- QA/QC Manager (with minimum experience of five (5) years)*
- Safety Manager (with minimum experience of ten (10) years)#
- Fire Safety Manager (with minimum experience of ten (10) years)#
