What is ‘Direct Carrier Billing’ (DCB) Service?
Direct Carrier Billing Service allows Singtel Postpaid Mobile Subscribers to purchase Apps, Games, In-App Content etc. from App Stores and 3rd Party Content Providers and charge it to their Singtel Bill.
How to charge 3rd Party Content to your Singtel Bill?

Here is an example of how to charge 3rd Party Content to your Singtel Bill, the flow differs slightly depending on different partners. 

1. Select the item to purchase on your device.​

2. Enter your Singtel Postpaid mobile number. ​

3. You will receive an OTP via SMS.​

4. Key in the OTP to authenticate the purchase.​

5. Success! You may start enjoying the service.​

6. You will receive an SMS confirmation on your purchase that is charged to your Singtel mobile bill.​

Is Direct Carrier Billing Service available to Prepaid, GOMO or Business customers?

No. Direct Carrier Billing Service is only available to Singtel Postpaid Mobile subscribers.

What kind of content can be purchased from 3rd Party Content Providers using Direct Carrier Billing Service?

Any digital content, including games, music, movies, media content books, magazines, or services applications made available for purchase and/or subscription via respective App Stores and/or various Service Provider(s).

How do I unsubscribe from a service?

The unsubscription journey differs for different partners, please refer to the table above for specific instructions. Please contact the 3rd Party Content Provider directly for troubleshooting if you are unable to unsubscribe.

How do I request for a refund?

You will have to contact the 3rd Party Content Provider directly to initiate a refund. Contact information is provided above. Singtel will not be able to provide the refund directly to you.

Why is Direct Carrier Billing Service not available to me?

Your mobile service might have been barred from using carrier billing service. Please contact singtel.com/help for assistance.

How will the purchase look on my bill?

All charges will appear under the Content & Services (Bill on Behalf Goods/Services) in your Singtel bill.

Will I be charged additional GST on purchases made using Direct Carrier Billing Service?

You will be charged according to the list price of the digital content on 3rd Party Content Providers. The list price is inclusive of any applicable GST.

Singtel will not charge additional GST on top of the list price.

What can I do if I've been overcharged for a transaction?

You'll have to provide proof of being overcharged. Contact the 3rd Party Content Provider directly to initiate a refund. Contact information is provided above.

Will I receive a notification to approve the purchase?

Prior to your purchase, you would have requested to receive an OTP via SMS to your mobile. You have to input this OTP to authenticate the purchase.

How do I verify if my purchase from a 3rd Party Content Provider is successful?

You'll receive an SMS on your mobile device at the time of purchase.

The SMS will include transaction info such as item name, date of transaction, support contacts, and price breakdown.

Can I remove Direct Carrier Billing Service as mode of payment or switch to an alternate payment method?

Singtel Carrier Billing is a payment option for you offered by the content providers, you may switch to another payment method offered by the content providers.

If I switch from Singtel to another mobile carrier, can I still continue paying via Direct Carrier Billing service?

You will no longer be able to pay via Singtel Direct Carrier Billing.

How do I enable Direct Carrier Billing service if I have changed my Mobile Number?

You will have to set up Singtel Billing on App Store and Play Store. For App Store, click here for instructions. For Play Store, click here for instructions. For other 3rd party content, use your new mobile number when prompted.

Can purchases be made via PC/Mac?

Yes, Direct Carrier Billing Service is available for purchases made from mobile device and PC/Mac, but requires access to the mobile for OTP verification to complete the purchase.

Who should I contact if I have a question about an app/game/book/video purchase?

You will have to contact the 3rd Party Content Provider directly. Contact information is provided above.

What specific terms and conditions are applicable to Direct Carrier Billing Service?

All Direct Carrier Billing transactions are governed by Singtel’s Terms and Conditions for Direct Carrier Billing for Third Party App Stores which can be found at the bottom of singtel.com/dcb page.
