This 1988 watercolour by Peh Eng Seng (b. 1940) is of the city seen from the mouth of the Singapore River. It is a fine document of the time. The historic Fullerton Building graces the foreground, with the buildings of Raffles Place standing tall in the near distance. Peh includes the landmarks along the river mouth in this composition, which he has drafted with much skill. Peh's watercolour work has the quality of a plein-air painting. The effect of morning light sweeps gently over the city, and reflects off the waters of the river mouth. The watercolour is skilfully applied to achieve a soft translucency of both water and building surfaces.

Peh was trained at the Nanyang Academy of Fine Arts, and works mainly in watercolour. Another work by him in the Singtel collection is Bukit Tinggi (1995).
